The author provides a rationale, "In all strictly manual methods there is a limit, which some believe has already been reached. The next step is the introduction of mechanical processes to supplant the slower and less accurate work of clerks." We're guessing that the clerk's days are numbered!
This article has a very detailed explanation of how the Hollerith Tabulating Machine works. It contains several illustrations including a picture of the integrating machine and a drawing of the electric circuit diagram for the integrating machine. The integrating machine was the heart of the Tabulator in that it read the punchcards and tabulated the numbers.
